Goku won against Vegeta in Saiyan Saga. Vegeta had to go into his great ape form to defeat Goku, and Goku didn't have that ability by default. It's like pulling out a gun to defeat your opponent in a boxing match because you realize you are losing.
Round 2 with Majin Vegeta, Goku could have transformed into SSJ3 and deleted Geetz. He didn't because number 1) Goku wanted a fair fight, and 2) Goku's main aim was to bring Vegeta back to his senses throughout the bout (which he succeeded in).
Goku says he wouldn't have been able to hold for long and bejita probably would've held out out of sheer anger over being surpassed again plus the mind control. Probably still would've been close to even.

Meanwhile Goku grew up around a relatively weak species, and was able to quickly adapt and overcome the few times he was outclassed.
So when Goku sees someone stronger than him, he sees it as a new peak to surpass, or at worst a threat to his peaceful life, but Vegeta never knew peace, he was raised to be a soldier for an army where only the strongest deserved to live. Even if he did find a planet he liked before Earth, it was probably blown up by a Freeza soldier to frick with him.
Also he's a jobbing manlet that has never defeated a main villian.
