Yeah Genndy uses it a lot
Genndy uses it a lot and I notice John K does as well in Ren and Stimpy.
Foster also had a lot of awkward silences while 1 character waits for another's answer.
It got worse with PPG when CN forced the episodes to be 22mins rather than 11mins
Samurai Jack at least had the joke in its awkward silence's be Jack himself.

In this episode the joke is the PPGs don't have superpowers so everything is very slow.

I mean the real reasons are because animating is expensive and they didn't have enough to fill all 11 minutes. So to pad time they recycle animation or really stretch out a "joke". Chowder is a show I went back to recently and boy do they PAD some episodes in the first season.

Honeslty, despite not really liking a lot of them, modern cartoons never really have this issue. There was never a scene in something like molly mgee, kick buttowski, DSCHG, Hilda, or other shows where it really felt like they were padding for the episode
See, puppet rigs are good because it's easier to move them than it is to make an entirely new drawing if you want a bit of incidental movement.
Random and gross cartoons were "out" and this was the result.

I'm going to be honest, even as somebody in their mid 30s who should be extolling the amazing quality humor of 90s and early 2000s cartoons, I find that modern kid cartoons tend to be funnier than a lot of the ones that I grew up with.
I always thought it was poking fun at people who exaggerate while telling stories and say stuff like "and she stared at me for like 5 minutes!" when in real time that'd be an obscene amount of time to do that.

Chris Savino has an interesting sense of humor
Used to.
Cause Family Guy was popular at the time and they did it now and then, so cartoons were kind of copying it.
That only happened after it got revived, pre-cancellation FG never did it.
The first three seasons didn't do it at all? I know it wasn't a staple, but I feel like they definitely did it a handful of times and there were stand-out comedy moments for animation that made people wanna copy it.
The closest is the Peter knee gag from season 2
