    They made it really clear at the very start of the movie that Boddicker was a cop killer and responsible for dozens of police officer murders. The reason Murphy even came there was being transferred to fill the slots of all the dead cops.

      Then during the Miguel Ferrer bit where he talks to the old man, he says they have placed prime candidates for Robocop in key high risk areas
      So he wasn't filling the slots of dead cops. OCP sent him to die so they could get his brain because he was a good cop

        Murphy says OCP was moving a lot of guys there, and it's just after a scene where the TV says Boddicker is identified as wanted for the deaths of dozens of cops by an officer who is in severe condition in the hospital. Then as Murphy is meeting everyone, that guy dies in the hospital. He was definitely filling an open spot, and the Robocop project hadn't been greenlit yet.

    It was absolutely shocking. Prior to that they just seemed like merry pranksters, essentially harmless. Clarence even jokes around with one-liners like "Can you fly, Bobby? and the black guy cheekily shows Lewis his BBC. When they actually start torture-murdering Murphy it feels like a complete 180 from what we saw before.

      this might be shocking if you're young enough that robocop was among the first action movies you saw. Not that there's anything wrong with that. But the gang was stereotypical wild criminals that you would see in Death Wish or similar 70's/80s crime movies. The criminals would act like hooligans while raping and it was not strange. The rape robocop stops also has them acting this way.

      That archetype fell out of fashion after the 80s however. Rape and rapists became much more serious business

    As a kid? It terrified me. My memories of it were so much worse than what was actually happening on screen. In fact I was scared to watch robocop again for decades because the embedded itself so deeply into me.

    As an adult they were just too cartoonishly evil and I couldn't wait to see them get killed.
