Actually this is true, if you look at the concept art, they envisioned him as white originally and continued to do so probably until it got to casting and they realised they needed to tick a box. This is probably why he ended up such a shit character, he had the edgy and interesting premise of a stormtrooper deserter, but black characters don't get to be edgy or interesting in this kind of film, just house Black person simps like Finn turned out to be.
