That makes sense if you're dumb enough to brandish it when Superman is too far away to even be affected by it, but most of the time Kryptonite users keep it hidden on their person or on them such a way that it can't be easily removed (e.g. Lez's kryptonite ring)

I think it's just people applying the idea of a masked vigilante to real life. Supervillains generally aren't real, so the only people Batman would really be fighting by patrolling the street at night are petty criminals. Sure, occasionally he might save someone from the occasional rapist or violent mugger, but a lot of the people he'd be fighting would be people down on their luck just trying to survive, or mentally ill/drug addicted homeless people who clearly need help to get their life in order that beating them up and throwing sharp objects at them wouldn't accompish.
So yeah, in the context of a fantasy story with actual villains he can fight, it's a pretty moronic complaint. It mostly functions to critique irl vigilantism using Batman as a convenient reference.

Batman works from both ends to fight crime: he beats the shit out of drug dealers and works his way up to their bosses. He takes out crime families and terrorists, all that shit, and he does it while working with Gordon.
Meanwhile, Bruce Wayne is creating jobs and funding social programs. A thief in the night is stealing so he can feed his family, or joins up with a gang for the same reason. So, again working with the police commissioner, he removes that need or gives those people other options.
And it fricking worked. Batman WON the war on crime. He beat the crime families. The only ones left are the super-crooks and low-level gangsters, which are always going to be around in some form or another.
