She's aged up again a few episodes into the season in Too Young, which is also Lemongrab's introductory episode. The candy people donate body parts to age her up because Lemongrab is the legal heir, and PB is too young to rule.
But what would be the behind the scenes explanation for making her young and making it seem like she and finn would be together, only for them to reverse it on her next appearance episode? Did they just change their minds?
They probably didn't intend for it to be permanent, just a way to build the relationship up and finalise that it'll never work or something. In Too Young she immediately makes it clear to Finn by pushing him away when he hugs her.
In short, I assume the point was just to make it clear they'd only work if they were closer in age or something.
The show could have been cancelled by the end of season 2 so Ward decided to give open endings to some characters. But the third season was greenlighted and I guess he still wanted that original love triangle dynamic to be a thing and quickly went back to it, but he was never able to push it fully anyway.
