Didio was not an industry vet, he fell from being a TV guy in the actual studios to fricking doing SOAP OPERA MARKETING. Because he helped screw the pooch hard on Beast Machines which made Hasbro pull their licenses from Mainframe, which took away a nice well of funds for them and made them rework their strategies(and eventually need to be bought out) .His initial ties to DC came from managing to get a tie in with a fricking soap opera and getting his way to co-writing, not even just writing, Superboy, which was cancelled soon after.

Harras and Didio were considered competent industry veterans and they drove DC into the ground.

Didio was redundant. He was trying to wear two hats (the EiC and Publisher) and was doing neither really well.
DC should shutdown for good. They have no reason to exist anymore.
