It was killed partly due to the failure of The 355, which had a similar premise. Secondly, The Asylum beat them to the punch back in 2014.
The 355 is a very recent movie, I doubt it died due to that. It just fizzled out I imagine. It took them 9 years to get a fourth film off the ground.

The fact that Stallone gets last billing makes me think he's going to barely be in this one.
He already said he was in a supporting role in this one and is handing the lead role off to Statham.
