Most Vertigo books sold terribly for DC standards so there's no boon to using DC as a middleman vs Image who will let you own it and has less middlemen cutting profits.

There's actually a TON. Black Label is mostly used for reprints. Nearly every old DC trade that'd even classify as "PG-13 level content" is Black Label.
I was befuddled when I picked up a copy of All-Star Superman and it had the Black Label logo on it.
Imagine if Marvel just arbitrarily put the Max branding on innocuous stuff like Daredevil Born Again.
Black Label was supposed to just be Elseworlds under a different name essentially. Out of continuity standalone minis. Now they don't know what to do with it, and because no one at DC is willing to admit that they made a mistake, they refuse to just cancel it. So now it's mostly for reprints. It was never intended to be "DC MAX", but they completely failed to communicate that.
Black Label has no identity. It's just seemingly random out-of-continuity minis and one-shots where the only difference is that somebody sometimes says "frick" without it being bleeped out. Vertigo had an identity.

It would probably suck because what makes manga like that work is japanese storytelling being willing to not be movie/tv screenwriting. or at least not modern American/European versions of one. They would be obsessed with doing something like Martin Scorcese would than to take advantage of doing a drawn comic where reactions can be exaggerated and there doesn't need to be a semblance of realism and you can use cartoon storytelling to reflect reality in it's own way.
Maybe Latin American comic creators could; so much hispanic media embraces non-realism and stylization and they're familiar with anime/manga tropes. Some younger Europeans as well.
I feel like most of them would be in the webcomics/webtoons sphere more than anything. Most American comic creators with indies seem to either be focused on courting movies/tv or the arthouse crowd at fantagraphics. And even then you need editors to actually approve of it and most of them are also trying to court that crowd.

We get shows and movies about something like gambling or gaming but the real focus in on the character relationships and dynamics than the games itself. The game is merely the catalyst to the story. Trying to do something with an exaggerated take on the game would be seen as a comedy or camp. I remember when the wave of game-based anime were being brought over, a lot of adults reacted with "a show about fricking SPINNING TOPS!?/CARD GAMES!? That's so stupid." When the appeal of the shows is how serious the stakes were in universe.
