The whole episode is pete being pathetic

>fricks the prostitute (who he gets to pretend to worship him) then feels guilty about it and whines that don is judging him
>gets beaten up by lane and is upset don didn't help him (even though don was the only one to reassure him, probably because he remembers getting losing a pathetic fight himself against duck phillips)
I think it's a bait and switch, whereas pete can completely devote himself to his work, which is the only thing he's really good at, lane pryce is unable to bring in the account, unable to stand up to his father, unable to do what he wants (leave his wife for the chocolate bunny), feels impotent in the company, is unable to be american even though he's a yankophile, unable to pull joan (even though she very kindly brushes off his attempt), unable to pull the wallet giyy's prostitute, he's unable to do anything to get his life in order and all of this is built up although you don't really register it until he finally does top himself
Lane Pryce is substantially heavier than Pete.
Lane Pryce has combat experience and has military training. Pete does not.
Pete did much better than anyone could have expected.

He got in some biggish paper at the beginning of the series, impressing many people in the office and then it was later revealed he had a pin name and released a lot of successful short stories. He was doing it as a hobby tho and not full time, so it's not like he was a big shot but it seems likely that he could be big if he went full time

He got lucky because TV is obviously very important but no one likes Harry and he seems to always say the wrong thing to irritate people except his hollywood connections we hardly see on the show

it comes up a decent amount but not a ton. also there are scenes of his home life--he lives with his adoptive off the boat yiddish old father who tries to set him up with a nice israeli girl. she was cute btw, but ginsberg's autism and I think MLK's assassination(?) derails the date
I think the writers figured it would be a good addition to have someone with a creative temperament in the room. Basically an element you could spin up to add a complication to the activities of Don's department. The two pitches episode with him and Don is one of the best. Also, the show was trying to be a snapshot of 60s New York and they wanted to explore they probably wanted to touch upon israeli culture in the era.
Plus he was a source of oblivious humor

bert is a weird character, he does almost literally nothing after SDCP is formed. He never brings in any clients, never maintains clients, rarely seen personally funding something, doesn't give any meaningful advice, doesn't have any real chemistry with anyone else. At least before he was obviously the cofounder and he gave a lot of meaningful advice to don and others.
Considering his concern over losing his lifeswork with the buyout, he sure didn't give too much of a shit when he gets it all back.
its gets him out of the house and allows him to read media buys. he probably put up a lot of capital, which is why the other partners need him, so they allow him to have a nice office and do nothing. further, his name on the agency adds some continuity for clients.
