I wanted to see the Arkham universe Metropolis for the first time in a Superman game. This kind of ruins it a little. Not helped that it's yet another video game with an evil or brainwashed version of Superman.

It feels like this is on a loop. Gotham Knights is not in the Arkhamverse.
You’re missing the key details. Arkham Knight ends with Batman apparently dying, leaving behind Dick, Tim, Barbara, and a newly reformed Jason. Arkham Origins hinted at the existence of the Court of Owls but Knight never expanded on it, Knight however does end with many key villains still left alive like Two Face, Penguin, and Deathstroke. Things seemed ripe for a spin off. Enter Gotham Knights which has a premise revolving around the death of Batman seemingly via an explosion at his mansion just like how Arkham Knight ended. You have Dick, Babs, Tim, and Jason as your playable characters and the main villains appear to be The Court. It seems pretty clear that regardless of studio, the continuity of the Arkhamverse was meant to continue via this game before it was switched around. Of course the fact that Babs was in a wheelchair in the Arkham games could be proof I’m full of shit, but maybe an earlier draft had the 4th character as Huntress or Cass before someone decided Babs was more iconic. Also rebooting would allow for use of characters like Mr Freeze whose stories were already concluded in Arkham. My point is it’s obvious Gotham Knights has its roots as an Arkham offshoot.
Barbara's bio for Gotham Knights mentions her recovery. Although, just look at how ignored Origins was. It's clear Rocksteady doesn't want other studios touching 'their' universe.

Honestly, if you're going to do an open world action game, Red Hood is one of the better characters you could pick. It's a fricking shame they refuse to use him to his fullest. Just let the man cap motherfrickers, it's what people want. Go balls to the walls with the magic shit, give him the All-Blades and set him against some chinese sorceror types and give him some Okami style special effects to go along with the All-Caste tattoos. The Blood Blade should look like the katana from Ninja Gaiden 3, lots of blood effects and red auras. Jason could be very visually interesting if someone embraced his more cartoony side and had the balls to put that in a game.
I'd really enjoy like a Yakuza-style game set in Gotham. Red Hood is really good for an action-type game, maybe with a karma/faction system for different endings. Expertise and willingness in using any weapon, plus his attitude and look screams action game protag. Also has a history of working with antivillains (Deadshot, Deathstroke, Harley, Ravager, etc). Opens up his supporting cast and allies to be separated from Batman's.
Court of Owls should be a Nightwing story. I'd make him the protag, and he'd recruit the others.
Its nothing compared to the shittiness of the Gotham Knights TV show.

The lesson DC should be learning is that fans are attracted to quality. Yes, the game will be crap, and will likely make short term profit off of normie casuals, but the actually important fans will be put off by the poor creative decisions, wonky gameplay, and constant delays.
If WB Montreal or DC had two brain cells to rub together they would understand that if you cater to both casuals and normal fans, you basically cater to no one, as the product becomes bland by necessity, for mass appeal. For optimal quality, designate a target group and focus fire that shit. Then watch the money flow.

They only greenlight AAA games based on DC characters when their movie is a hit. The Batman Arkham games got greenlit because of the smash hit of the dark knight trilogy, the first Suicide Squad movie was garbage but it still made a ton of money, same for Wonder Woman which was the only bright spot in the whole still ongoing DCEU clusterfrick. So DC/WB greenlights these games based on the success of these movies.
Superman on the other hand? Hasn't had a good movie in decades and has *never* had a good standalone video game. So DC has no incentive to put the money into making a Superman movie because they don't think there's an audience for a Superman game. At least not one that will sell as many units as the Batman Arkham games.
