Star Wars was a large high fantasy universe with a lot of potential. Empire was the first step to making the universe small and focused on cheap drama rather than a properly epic journey. It did not have to be this way, but both lucas and fans never got past it, never grew up, to reach the more grandiose heights of the original. Ironic considering the first movie was specifically about Luke getting past his familial angst and taking his "first step into a larger world", ESB and subsequent sequels are a regression thematically.

The whole point was that, even with his power, he was undone by his arrogance and dark side intoxication. If he had even a semblance of self control and guile he would have brought the Emperor to his knees as his pure force strength was unmatched. But, being the myopic and headstrong individual he was, he ruined his destiny, light or dark path.
Obi Wan is pitched as the counterpart to this. Under the radar, uncelebrated, but endlessly patient and in control, letting his foes basically defeat themselves and striking at perfect moments.

In context, the author wrote that Palpatine was a dark side Revenant rather than a flesh and blood person, and wrote that he routinely jumped bodies once he'd degraded his old one. He had the new body set up and ready, because even though he expected to win and Endor, he'd need it eventually.
