i am not going to get into whatever nonsense logic the movies have, but governments were unable to replicate armor in 2011(Iron man 2). they built drones of pretty high quality that year, we know there are people like tinkerer repurposing alien tech, and its been (in universe) at least 12 years since the events of iron man 2, tony stark built magical nanomachines. if not a single government can figure out how to build a suit of armor in that time we deserve to be wiped out
