Freddy got Fingered is a satire comedy film, mocking 90's Comedian driven projects. The film just takes the parody to an absurd length, and it alienates people at the time. Obvious example: the film is a hard R and could easily have been filed with nude women but the only "sex scenes" are a woman having her legs hit and her talking about blowjobs is meant to make the audience incredibly uncomfortable rather than aroused.
Does this mean it got an actual HD version? As far as I know, it was stuck in DVD hell forever. Also, the film badly needs a Director's Cut (if Tom Green is still even sane?) with additional cut scenes. There's a few that are actually quite golden and expand the story.
Sadly this is because directors all drink the same Hollywood Koolaid so they insist on overseeing the Criterion releases so they insist on green/blue/yellow/red filters for no reason. Hollywood thinks this makes movies better.

I saw him at the Princess Cinema in Waterloo a few years ago. He came all the way from Toronto to see that WE WERE BROTHERS or whatever it was called documentary about The Band and he even had a membership card!
In terms of Tom Green's career why did it stagnate? I know this film didn't do well at first at the box office but it did gangbusters on DVD home release. It was just one of those films high schoolers liked to show other people. And Tom Green seems like he was perfect for Adult Swim animated series, as his in-universe animated show feels like some Adult Swim show.
This is specifically the kind of film Freddy is mocking, but Chairman is almost certainly trying to copy Pee Wee Herman's film formula. Only Carrot Top is an obnoxious homosexual, and Pee Wee is only playing a character that's a milqentoast homosexual.
