Concept art was made that depicts Roxy as a more anthropomorphized character with body piercings and doing things like smoking. The pitch was likely rejected, it's unknown how far it made it into development

'Safe horny', i believe, is supposed to refer to characters that are clearly designed to be 'horny', but only in a way that is 'allowed' by women. That is to say, either stuff they can easily cosplay, or 'le muscle mommies' and women with manjaws. Basically, 'safe horny' just means that men are only allowed to express their sexuality as 'submissive' so as to not be creeps. So you can say you want her to step on you or crush your head ro call her mommy, but anything else, like a normal attractive woman, is 'male gaze'
