Scorsese idolizes mobsters and mob life. Even on the off chance he has Joe Pesci act like a crazed midget, his character remains overall charming, loyal, and intelligent. The Sopranos opted for a slightly more realistic portrayal of them as a bunch of addicts, psychopaths, and backstabbers. Scorsese can't relate to it because it's antithetical to his core beliefs concerning the mob and Italian Americans in general.
His mob movies suck. I don't want to hear the narrator explain the plot to me. The only movie of his where a narrator worked was Taxi Driver. Wolf of Wall Street was criminally underrated. Don't think Martin Scorsese is overrated though, Taxi Driver, King of Comedy, Silence, Raging Bull, and Shutter Island are all amazing.
