Use original characters. Have a whole catalogue of cartoons inspired by the different eras (Disney Golden Age, some cartoon guy who is rotoscoped, Noodlearm shit, etc), then run "normal" episodes first. Just clips and little scenes to make the viewer give a shot. Then as the episodes continue, things start to get spoopy. Build the spooks slowly and carefully.
Pibby fans should suffer that nobody besides the mentally broken and ignorant children care about this stuff.
