I thought it was a multilayered joke where Frenchmen are supposed to be attractive to women, but she's like "WTF no" because they're different species and he's too dumb to figure that out.
I thought girls AND boys were supposed to identify with her and consider Pepe the butt of the joke, but not a sex predator.

For some reason I had no issue with him, in hindsight I think it was not about whether or not Penelope reciprocated but the fact that I like guys who are unashamedly lovey-dovey. So really I was watching to see what mushy stuff he'd pull.
