This is why dual audio is great. If I want to focus on the original voices and more directly translated dialog, I can watch it with subtitles. If I want to focus on the visuals and cinematography, then I can watch the dub.
Of course English dub quality varies greatly from film to film.
You know it depends on the movie, Come and See was an easy watch for me with subtitles, maybe because when there is dialogue the pace is slower than when there is action. Some movies have fast paced dialogue though and it can be hard to keep up.

You are right that in a small handfull of instances the dub is good, and in even smaller instances it is better(Cowboy Bebop and Princess Mononoke are good examples of a fantastic dubs) But in 99% of cases the original is better by far. And GitS falls into that catagory.
there is a case to always watch real life media in its original language and to read translated subs because the overdub for your language will not match up with the mouth/facial movements of the actors on screen which can be jarring.
but with animation this like 90% of the time is not an issue because most anime "speach" is just mouth flapping and is not actually correctly animated to the original language anyway.

the english dub for sac is very similar to 1995 but is a little more natural and has a different but similar voice actor for the major

English dub is unreliable. Because they just add female SWAT voice in the opening scene, where in the original SWAT is just silent. Not only muh diversity for no reason but needless meddling with source material.

we can hear all the interference in the audio so when she says "just a loose wire" we know that thats not the actual reason for the interference and there is something else going on that she isn't telling her team, this clues the audience in that there is something out of the ordinary with this character literally from the very start of the movie.
saying "im on my period" doesnt say convey shit and isnt something this character would say. it sounds like something batou would say to the major, something like "hey major what's with all that interference in your feed, is it that time of the month?" in his usual joking voice.

English dub is okay at best. Terrible at worst. This tends to be the case with most anime. There are some real gems out there that are English though. Watch the first episode in Japanese and then English or vice versa. Decide for yourself.

Dubs used to be routinely terrible but that was a long time ago now. Subs used to be better as a nominal attempt at translation while the dub script would just make things up (c.f., the Magic Roundabout which was just random scripts made up in English to match the visuals and absolute kino compared to what it turns out was going on in French).
This is a very dated concern now and stopped being an issue before most people currently ranting about it were born. GITS was one of the better ones in its era.
