All Titans characters were drastically changed for the cartoon.
It needs to be reminded that bald Jinx came AFTER the cartoon. Up until that Jinx still looked like this. the hair situation was vague. And her skin, while brown, was still greyish to give her a ghouly appearance.
The bald Jinx design is just baaaad. clearly just something cranked out for a single issue and not meant to be a major recurring design.

TITANS used cast a sri lankan girl as Jinx. They gave her purple hair and made her Dick's ex. It worked fine, considering they weren't using any other members of the Fearsome Five beyond Doctor Light.

Foothomosexualry aside, this does bother me because they've established over and over that she got her powers by being in contact with the ground, which is why she was barefoot.
Also I miss bald Jinx, not enough bald chicks in media, but I know I'm in the minority there.
That shoe almost looks like her foot is painted over.
She literally gets her powers from contact with the earth so this redesign makes no sense for her.
