Because there’s been no major Superman movies coming out in a while. Now there will be, so this will likely be the show’s last season.
Because he doesn't draw like Batman does. even then, it took WB basically abandoning the Superman movies as a franchise after 2017 for them to make a full show- and it took a while to even get Superman cameos in the CW shows. From 2017- December of last year there were no active Superman movies projects. When the current Flash movie was in it's original edits, Supergirl replaced Superman and that was the plan for the time being. It may not be the exact reason, but notice how the Supergirl show ended as the Superman show began.
WB has been scared shitless of Batman appearing campy again after 89 sort of "fixed" that image in the public eye. It's why they scuttled the 90's movies after Batman and Robin even though it made decent money
But after that Flash movie, who fricking knows anymore.

My guess is they're scared to death of making anything other than an Arkham game, but their recent attempt at Gotham knights was so shit they're afraid of bombing it again so frick you if you'd like Batman games.

WB Montreal is currently working on a single player dccomics game so hopefully that's batman. They've been slowly prepping to take on the batman IP after rocksteady wrapped up Arkham Knight. Thats my only cope. Unless Rocksteady is also working on a batman game, seeing as Suicide Squad releases in a few months. But they said they're done with Batman for the foreseeable future (nuts).
Conroy passing might be also another reason for that, he was THE voice for all the games as far as I remember.

He prints money because Batman himself is a prestige brand. And they do this by keeping him out of lower budget things, in theory. With cartoons they've become more open. But with games or movies or TV, they only want him as a big, AAA thing.

Probably because almost every Batman game before Arkham was considered absolute shit at worst and serviceable at best. Rocksteady is basically WB's only prestige studio that's had success with Batman and they work the usual long modern game pipeline. Netherrealm is just fighting games. And they don't seem to want to outsource to to other devs outside of wB interactive
