In terms of the funny dialogue with crass mobsters in-between missions, probably the movie 'Snatch'. But it's got a London flair to it rather than New Yorkers like in GTA3.

Street Kings (2008) is pure Rockstar crime noir kino. And the cast is rad too, early Chris Evans, Hugh Laurie, Common. And you see a lot off familiar faces too the asian guy from WoWS, Mayan leader from SOA.
