Nah, there would be few more pages with Kat talking dramatically to Annie, right before the moment Kat making decision chapter ends, next chapter goes about something casual, fates of robots, Zimmy and others are casually mentioned in form of "so, i have said "no", i'll handle it myself, ghost said "ok", then Zimmy has appeared and took us all in normal world".

The psychopomps have wanted Annie to join them for as long as we've known them.
They want her service, the same way Surma had helped them before. Presumably because their bloodline are quasi-psychopomps for themselves, while still remaining mortal, and that means they're able to help with things somehow.
If Annie fully joins them and gets locked in a bubble like the rest, she's useless to them.
They already got her to join them. The question that Kat's facing right now is when she does, not if.
