I never got this impression when first introduced to Star, Anne, Luz, or even Molly, so something just seems off here.

This is a problem they had with MML as well, I guess the Phineas & Ferb characters being designed in the 90s gave them an edge that older Dan just isn't able to give to his new characters. Phineas, Ferb, Candace, Perry and Doof's designs are insta-locked into your memory from the first time you see them, that just isn't the case here.
Yeah. Seems like Povenmire just kind of stopped aiming to use broad shapes and silhouettes to define his character designs like back in the day. It's fine if he wanted Milo Murphy's Law to look a bit more grounded by comparison, but the designs on Hamster & Gretel just fail to POP.
The brother in H&G being generic is something I can accept because I think the joke is supposed to be that he's the mundane "boring" one with no powers or anything, but Gretel herself does not look interesting enough to make that contrast funny so it kinda falls flat. Aside from smiling all the time, she doesn't seem to stand out all that much.

I fricking hate how hard Dan & Swampy dropped the ball on Milo Murphy's Law. I actually really liked the dynamic Milo, Zack, and Melissa shared. Always enjoyed seeing their school episodes with their fellow classmates and teachers as a nice change of pace from Phineas and Ferb's endless summer. And a safety-obsessed crossing guard with a rivalry against Milo for the latter's trail of destruction he always leaves? Genius. Dakota & Cavendish were also super funny. The Pistachio Monster plot thread was kind of out there, but I was still interested in their time-traveling B-stories.
Really, my only gripe with the series was how hard they leaned in to the Doctor Who parody, to the point where Milo's older sister had her entire personality defined by how much of a nerd she was for that series. I was bored by that, but it wasn't enough to take away from all the elements I did enjoy overall. Really bums me out that despite how lengthy series development can be, Dan & Swampy still INSISTED on keeping to the Danville setting and ultimately using MML as a vehicle to bring back Phineas and Ferb characters. MML didn't even get the opportunity to have an identity of its own, so all those creative ideas I mentioned earlier felt like a waste of time in the end. Really hope Dan is more open to allowing Hamster & Gretel to stand on its own legs this time around, but I'm also worried he lost his chance at another hit cartoon with the previous one he fricked over. This new superhero one just doesn't entice me so far.

The running background plot with Dakota and Cavendish hindered it and the Murphy's Law incidents went from basic to city destroying in such a quick manner for comedic purposes that you couldn't keep track of everything.
Music feels tepid for a theme song. Animation is cheap. Humor seems deadpan, which I have nothing against, but it was done poorly in MML and the last couple of seasons of PnF, which just came across as tired.
I don't see another PnF sized hit.

It's a dynamic I'm not sure has been done quite like this before, but it feels novel enough to me. If they can make that the core of the series and have the writing work in its favor, I'll be a fan.
You touched on an interesting dynamic that children's demographic cartoons haven't explored too much. The issue is I don't see Dan being the writer to correctly explore the topic of Kevin wanting to be a young adult while looking after his younger, and now danger-prone, sister without the use of jokes to de-escalate situations.
