It IS twisted, and that was written by the writers intentionally as a joke. One minute you have a devoted husband pining over her lost wife, sacrifices himself to save her, only for her to be a huge flake. It's a subversion of expectations played for laughs.
Try to remember that they're not real people, but fictional 2D characters that don't have actual thoughts or motivations. It's like a picture book that moves and has sound. Nothing is done without the writers of the book making it that way. Harley Quinn is a funny comedy cartoon with adult themes.
