the people in 32 found out about the management plan and revolted, which is why they were left to die. The talk about rats killing themselves when left stuck in a maze was a parallel. Vault 31 uses 32 and 33 for repopulation, and they use times of crisis to install a new Vault 31 person as a overseer for the other two as needed. The biggest hang-up was why Vault 31 didn't realize a completely new group of people started to occupy 32, along with no one in 33 recognizing anyone from 32 at that point since many had been moved over for marriage purposes at one point or another.
