I feel as if the fallout 3 premise of living in the vault and not being allowed to be leave would be a good hook to start off with. They could probably pull off an entire season in the vault if they did it right.

Agree to disagree. I think with how crazy the fallout franchise it (at least to someone not familiar with it) it's best to start off with something simple and grounded: a nuclear war has happened, people have been living in a vault for hundreds of years and no one knows what the world outside looks like, etc.
I don't want it to be immediately saturated with super mutants, BOS, and other strange factions (again, to someone not familiar with fallout). I can see it easily devolving into a theme park type show if they are not careful, with superficial references every episode that fail to catch the larger theme of the games. Unless they are trying to go for a silly, over the top angle. But I think something serious would suit it better,
new vegas is the only really good game from the first person shooter fallout series. FO3 is okay but after playing NV its really just a novelty

Fallout is and always was a setting, not a material for adaptation. You have nothing to lean on, only the quality of your script, which I doubt will be of any quality.
