But what they should really do is say the new John Kramer is a genetic clone of the old one but only the Jigsaw part (hence jigsaw) having been created by the CIA to design traps for a secret maximum security prison. Except he learns about this by the second movie so he turns on the CIA. And they call in Batman to stop him.

    Young jigsaw wouldn’t work. It was established in Saw 4 that the Knife Trap with Cecil was his first trap, and it was revealed in Saw 6 that the reason he began was because Cecil killed his child

      He was redeveloping vacant buildings among other things and that gave him access to an appropriate "playground". But he was also good with money in general. The films delve more into this but it's been a while since I've seen them.

    Alright I got it, he plays Jigsaw's father in the 1930s/1940s before Jigsaw was born, he lives in the suburbs and maintains a normal existence while also making traps, except his are more rustic because of the time period.

    Boom, write it, film it, pure profit.
