I'm on Adam's side here, the villains in this were literally armed madmen gunning for families, not captain boomerang or whatever. It's not even particularly edgy to put them down.
Because a lot are technically operating as vigilantes, and know if they step over the line too far the leniency the government has given them will dry up and they'll be hunted like dogs.

Every innocent death at the hands of a Criminal is a failure of the Heroes who refuse to kill under any circumstances. Even Superman is willing to kill if its absolutely neccesary, but only if.
batman himself is selective with his no killing rule. It seems to only fully apply to humans. We also know he's done things that could be considered worse in some stories.
