Nah, Bob's Burgers was always one of the more reserved FOX cartoons but it could still be plenty funny. There's a noticeable difference with how outlandish and irreverent it could get back in its early seasons versus the snorefest we have now.
He used to be. But that all went right out the door the moment the writers stopped allowing him to express himself, whether in joy or anger. Bob was always at his funniest with the latter. Now he serves no comedic purpose outside of being the family punching bag.

8-10 was around the time the show started getting "boring," but 11 stood out as its lowest point for sure. It's been slooowwwly getting better since then.
The finale to Season 11, vampire Disco Death Dance, saved it for me so I wouldn't want to see it cut from the canon. It's such a great capstone to Tina's life in 8th grade and would've been an excellent organic jumping off point of aging the character out of middle school and into being a teenager.
