Ivy goes to Gotham to convince Bruce to have his company shut a bunch of shit down to help the environment that'd have cascading effects of killing people. Ivy tries to mind control Batman & Robin to prevent them from potentially getting in her way, but ends up getting attracted to Mr. Freeze. Ivy's new plan is to have Freeze freeze over the world, killing every person and using her newly engineered plants (implied to be resistant to the cold) to restart plant life on earth. She has Freeze go along with the plan by attempting to kill his wife and pinning it on Batman.
It's a wonky way to get them to work together, but they do have some excuse.
