Not a fan of data. Unrelated to whatever your post said, but Data is just kind of annoying and never in a good way.
It is hard to tell if it's just the actor being a fricking ham 24/7 or writing/ direction partially to blame, but it's obnoxious.
Especially when they give the actor multiple roles as the same character because they only made one android face for the super advanced annoying c**t model.
He singlehandedly brings down many otherwise good scenes and even episodes.

The best way to compaire is by episode where they do similar things.
First one that pops to mind and someone more nerdy than I can fill in the names of these episodes but Spock took control of the enterprise in the Pike episode and Data took control in that episode where he and Lore were called to their creator.
Spock re wrote some tape deck and hijacks the ship, Data went all alpha and started setting up a series of shields to protect himself as he strolled through the ship.
although Spock is thuggish Data is quite possibly the greatest robot in sci-fi at the very least top 10 is Spock the greatest alien, probably not, top 10, yeah I can see that.
Now the actors, Nimoy verse Spiner, Nimoy probably has more under his belt. Anyone heard the audio drama that he and the guy who played Q did, it was pretty epic, would it have been better if Data was there instead of Spock, Probably not. However we do get to see Data play three characters all having a conversation with each other that scene came off brilliantly.
So with all that taken into account. Data is the better character, Spock is the better actor, both are great in what their portraying but i think Data does a slightly better job.
Its a fricking Tie in my book

I think the questions are 1) how many people need to go to Ferengi space?; 2) do Ferengi expect non-Ferengi women to be unclothed in their territory in public (or at the very least are they going to look more favourably upon them for abiding by their custom)?; 3) what are attitudes to nudity in the era amongst different civilisations - are you going to get different general responses from a Human, Vulcan, Cardassian, Klingon, Orion etc.? If sending clothed women is going to be considered inappropriate by the Ferengi, the reasonable thing for a government/organisation that wants to send diplomats/scientists/explorers/merchants/whatever is to just send men if women refuse to go unclothed. Attitudes to going unclothed presumably vary, like a Vulcan may reason something like 'Going clothed would be illogical as the disrespect it would cause could be counter-productive'.
