There was no real mystery, it's not like he could have been some secret alias of one of the main cast. He was just a shady guy that w never saw his face. It was always going to be just some guy, and a disappointment due to that.

Maybe Dr. Claw was Penny’s perverted grandpa, after when her parents died, He wanted custody of her but due to him being a sex offender, she went to Gadget instead. That’s why he always bounds and gags her.
Narratively it makes zero sense for the leader of a criminal organization to do the dirty work themselves. He is someone that we should almost never see that mostly just does paper work in some office.
