All craft that regularly deal with being pressurized or being exposed to pressure differentials need to be regularly checked. Such as airliners, they are only exposed to the change in pressure from the surface up to cruising altitude then back down, but they regularly need to be checked for new defects developing.
The sub was a disaster waiting to happen. It had several flaws that had already been shown to be deadly mistakes such as requiring the only escape hatch to be bolted on from the outside.
