It's art style & tone does not fit for the effort put into the fight scenes. Effort that goes wasted because of the already mentioned issues but also because it feels extremely floaty with no weight to it.
Not crazy about that idea either. That's just Usagi Yojimbo. TMNT can have new characters instead of just reskinning existing ones or making them unrecognizable in looks or personality.
Having one thing going for it makes it better than 0 things going for it.

If it's not 2003 Try Hard Turtles, Cinemaphile instantly hates it.
It doesn't help that Mutant Mayhem was an all around downgrade in every way from every previous version of the turtles. Even the Archie TMNT comics were better.
I found something to like about every incarnation (except Last Mutation) until Rise gave us unlikable ugly versions of the characters and Mayhem sucked harder than I would have thought humanly possible.
In terms of animation Rise and Mayhem are the best and it's not even close.
Debatable because "character design" is a factor, and those are not likable character designs.
But more importantly we're not just looking at this in terms of animation, and in those regards Mayhem is shit.

People like you are too easily impressed by the fake low framerate style. Mutant Mayhem has about 2 scenes that are put together competently and it's the garage scene and the mafia montage. Everything else about it is firmly in "nothing special" territory with some scribbly embellishments.

Truly it's a lousy film. Movies for this franchise that don't use Shredder tend to be seriously bad. TMNT does have decent Non Shredder baddies but they don't get a chance to shine. And another obstacle is mainstream audiences think Ninja Turtles should only be about fighting Shredder. That gets stale.

If they fighting out in the open, why the frick are they still calling it Ninja Turtles? Mutant Mayhem wasn't all bad, but that choice really didn't sit right with me as a lifelong TMNT fan. They turned into some message about social acceptance, like weirdos and freaks can't just be weirdos and freaks anymore they have to belong to society. Let freaks be freaks. Let the mutants live in the sewers, working in the shadows.
It gets worse when you hear about all their earlier drafts where they starts the story in school or how they were trying to find any way they could to get the story with them in school ASAP. They locked themselves into a number of moronic ideas right away and even though they didn't work, they still had to shit out a movie after delaying it for so long and they still ended it with the high school thing AND defanging the entire rogues gallery they shoved into the movie, because it seems like they had no tangible plans to make a sequel until they were already in the last stages of pre-release production.

TMNT is one of the few things Viacom owns that is just an outright money printer. As long as they're putting out merch with the turtles on something, they're raking in like a billion dollars every year, even without a successful movie or series running.
