Unalaq was bad cause he never had a compelling reason of why he wanted to be a Dark Avatar other than "muh tradition" vague bullshit, we don't even know the purpose of red lotus and it gave us one of the worse retcons of origin of bending and avatar.
Everything about Unalaq was dumb and book 2 is but the concentration camp Kuvira thing always felt like it was tacked on or ADRed in because they needed a reason to confirm her as being evil.
the problem with Kuvira is that they tried to make a layered villain but only showed all the good she had done up until that point. All we had to go off of were just vague statements like "I know what happens to villages who refuse your leadership" without being shown anything. So even if Kuvira was off-screen murdering babies or some shit, it wouldn't register with the audience because THEY DON'T FRICKING SHOW IT
i loved it how they just swept the issue of power disparity between benders and non-benders under the rug because "they're just terrorists lol, don't think about it", and because they have an obamaesque non-bender president now
Zaheer's an anarchist, he wasn't going to seize control the Earth Kingdom. He was going to kill the Avatar, all of the monarchs and councilmen, and stand on top of some mountain with his chest out expecting the world to be grateful. By the time he fricked off to kill the Fire Lady and came back to the Earth Kingdom, Kuvira's mech would be waiting for him.
Hell, if Kuvira didn't overthrow him, Varrick would and no one wants to live in that world.
It's not like Zaheer would lie down and sleep for the rest of his life after killing the queen. He only did nothing because they locked him in jail. The Red Lotus would have done something the moment they heard about some military group trying to unify the Earth Kingdom again.
Kuvira only got to spirit powered giant mechs because she had a whole year of unrestricted military authority on the world largest country. Hell, the other nations even supported her.
If anything, Kuvira happening only proved that Zaheer was right.
The moment Zaheer left the Earth Kingdom, an authoritarian regime would rise from the power vacuum. Not to mention that every other monarch would be ready for him, unlike the Earth Queen. Sure, there are other Red Lotus members, but the fact that they did nothing while Kuvira rose to power showed that Ghazan, P'Li, Ming-Hua, and Zaheer were the best they had.
Several regimes actually, some more authoritarian than others. That's exactly what happened, the Earth Kingdom was split into several warring regions, that's why Kuvira spent a whole year waging an unification war. She didn't took power overnight, the goal of the Red Lotus would be to prevent any of those factions to become the giant state that the Earth Kingdom was.
Ghazan, P'Li, Ming-Hua, and Zaheer were the best they had because they were the only members, of course the organization would grow with time. They did nothing about Kuvira cuz they were either dead or in jail.
Kuvira only happened because all other nations supported her unification campaign and allowed her to do whatever she please for a whole year.

I think that's the death knell in Zaheer's philosophy. Some people just want to be safe and secure so there is always going to be a leader to replace the next one. Most anarchists do not support assassinations so its unfortunate a huge ideology got simplified.
Anarchism is not about lack of leadership. You can still follow leaders voluntary, the problem is when you're forced to follow under the threat of death.
They don't go this deep into the ideology due to kids show, but I guess the end goal of the Red Lotus wouldn't be a world without leaders, but a world without governments. The nations would break down in multiple autonomous regions and the Red Lotus would intervene every time one of those regions became too oppressive.
Of course this logic is still flawed since the Red Lotus would eventually just become the new centralized power. Even if Zaheer had unbreakable will and only did the right thing, he would eventually die and one day someone would take over the Red Lotus and become an oppressive ruler.

Varrick was actually a good guy though, he was trying to invent batteries to power civilization and kuvira forced him to weaponize it. He did objectively more good for the other characters than bad
