When you're stuck in a box 24/7 you come up with some pretty crazy stuff. Also guards and other workers. Smuggling in the tiniest amount of drugs as a guard will probably make you more in one go than you do in 2 weeks.

County jail is a lot different than federal prison but you have to be held in county before being transfered to federal a lot of the time so I bet you could get yourself arrested on purpose if you had a friend waiting to get transfered and give it to him.

A way they used to do it was slice a tennis ball and stuff drugs in then throw it over the fence. That was much more risky though with all the cameras on the perimeter. Drones would be better but it's not really worth the effort. People usually aren't smuggling in kilograms of drugs so a tennis ball is good enough.
