The simple explanation, imo, would be that the rights to show this shit on TV was VERY cheap compared to other shows that needed to be dubbed or whatever. So they showed it over and over, and over, and oftentimes it was the only thing you could watch. This also happened with The Simpsons...

Not only Brazilians. Any 40 year old latino recognizes El Chavo faster than their president. It’s one of the most widespread shows in latin america, I believe because it’s simple, tropey, family friendly fun fit for putting on the tv when no one is watching just to have some background noise while mama is doing the house chores

Good old gag comedy. Nothing ironical or anything deep or sarcastic. No hidden agenda Just pure situational comedy that you can burst laughing without an ounce of malice. Kinda like anime when I think about it.
To be fair, there was a big capitalism criticism. The show presented itself as anti-classist giving more value to being poor (like that makes you a better person) while all the "rich" people from la vecindad are greedy fricking israelites and evil.
that's not true. Who were the biggest capitalist? El Señor Barriga? He was a sweetheart at the bottom. He went out of his way to not kick Don Ramón out of his appartment even though he didnt paid shit. El Chavo lived in a fricking barrel but he still tried to make the best of his situation. In one episode they paint his barrel gold and that was supposed to be viewed as an improvement. There was just not any malice. If anything you can say the message was that poor people are human too.
That was just a running gag, because originally he was called "El Chavo del 8" because the show was from channel 8 that later disappeared. If you watched the show you know he slept in the barrel.
