what setup did they have in Homer's Odyssey aside from their dad working at the nuclear plant?
the show already has a pair of female twins who are nearly indistinguishable from each other and they also have little development, because there's not a lot of material to work with there, unless the writers want to make a lazy joke about how much they hate Homer or how sad and pathetic and ugly they are.

It doesn't really take five years of planning, sometimes a character can be a lot more with one added sentence. Just like with Nelson. Even if it didn't go well, I'd appreciate some sort of effort towards the existing cast as opposed to yet another flavor-of-last-week celebrity.
they don't really do anything in the show but sometimes bully Bart and Lisa (and hook up with Bart in the future episodes). they have no real reason to be expanded on as characters because they're one-dimensional buttholes by design and serve no purpose otherwise. At that rate you may as well start giving full episodes to characters like Dolph and Kearney who do nothing outside of just being generic bully characters as well.
Also often instead of Sherri and Terri (or Janey for that matter), the writers will decide to make one off characters we’ve never seen before and will never seen again like in those Bart gets a new girlfriend episodes (aside from a random appearance like when a bunch of those girlfriends appeared in Moonshine River). Often the twins will show up to reject Lisa as a plot catalyst like in the The D’oh-cial Network but only one-timers seem to get the episode treatment.

I guess it depends. Lunchlady Doris was retired when her VA died, but she came back about a decade later voiced by Tress MacNeille.
I wouldn't expect it, if you really want to see the twins in a starring role, there's always the comics.
