Unfortunately that part wasn't hand animated. I remember watching the bonus DVD stuff loads and they went into detail saying this movie was one of the very first pixar movies that they implemented muscle physics on. They specifically went hard on that because they knew there would be lots of movement and that Mr Incredible's body needed to jiggle around with the movement. And also that other characters had lots of different body types.
That makes sense, but I don't remember seeing her booba jiggle in other scenes. Though it's been a long time since I saw it.
