Gordon is an old man, he's just supposed to be old and a man. Him being black doesn't affect anything.
Ariel is a pretty teenager girl. Blacks are ugly. Her being black ruins the movie. Might as well have hired an overweight, middle aged asian guy to play her.
Places like Chicago have large black populations and thus a change is entirely plausible. Changing Ariel to black for no reason seems random and done for diversity reasons.

Even fish produce melanin and tan, anon. The only takeaway from this is that she spends enough time near the surface in direct sunlight for her body to up its melanin production. Maybe half an hour or so a day since she presumably doesn't use sunscreen.
Ariel's look is iconic and a major attraction point to the franchise as a whole. Major Gordon is just an annoyance at best.
