You need a solid indie developer pipeline that promotes what smaller creators are making and gives a small number of them every year a chance at a real production with a larger budget. This keeps creativity fresh and allows new ideas to flourish, but most importantly the new material is chosen based on popularity, what audiences ACTUALLY want as evidence by what they have already paid for, as opposed to what the same 4 focus group analysis companies decide the twitter magic 8 ball divines will be popular next year.
You want bottom-up projects that grow from fan interest, not not-down decisionmaking forcing a show no one wants to be made and then acting flabbergasted that no one watches it.

Though Jump is sort of a microcosm of what i am talking about, I mean more like the Comiket LN -> manga -> anime pipeline, where people shop their Light Novels (which are often just thinly disguised premise pitches) which if they sell well enough get noticed and stand a good chance at being adapted into either an Anime or a manga with a hired artist that THEN might become an anime if it does well too.
ANYONE can rent tablespace at Comiket and try to get noticed, and the studios only follow where the money is rather than being the one to determine who is popular. Though not everything popular gets picked up for adaptation, for one reason or another.
Anime hasn't been good since 2013 coincidentally when SAO came out and even then it's quality.

People hate anime trash for a reason, it's the most self-serving, repeat on a loop shit known to man. It's the same three protags, the same 3 storylines, trash voice acting from bugs with the most overdone reactions known to human kind, and trash choice of character design, a la present. Like seriously, why do all the non-humans have to be the same fricking ears and tail trash. It isn't attractive, the only one that works is Ahri, and maybe Holo. Why do all the women always have to have the same big-titted vomit designs. Why can't nonhumans be furred/monstrous, why can't the east design a normal fricking woman that should have her back soldered to a steel rod. And the protagonists, god frick. well, the west could do something to separate the cartoon fan base, the obvious stuff for literal children will stay the same, but have something more mature for manchildren and adults. I always found it weird how there are people here that obsess over some very cartoony looking show and would do shit like gay shipping, post fan art of said characters that look way out of character and barely resemble them, etc.. etc..
