    He covers himself in mud for reasons that are never elaborated upon or related to his criminal activities at all. It's like Wesley Snipes refusing to open his eyes, he just does it and that's that. However, he makes relentless mud puns and still no one bothers to ask what the deal with the mud is. At the end of the movie he gets hosed down and thrown in Arkham and it turns out he's Gary Busey. Not Gary Busey playing a character, actually Gary Busey in-universe and no one is surprised at all.
