Chile had an incredible dub studio that had to be shut down after the company suffered a huge robbery that could never recover from.
Kinikkuman, Tenchi Muyo, You Are Under Arrest and such had PERFECT opening songs fully dubbed to Spanish.

Chile has plenty of cartoons (Block, Tikitiklip, that awful Ogu and Mapato one they did after the movie, that awful Papelucho movie they did, Zumbastico Fantastico, those 80s Condorito shorts, Experimento Wayapolis, Puerto Papel (animated in Chile using stop motion, voice acted in Los Angeles USA and co produced with Colombian money if I remember correclty, etc...)
But most of them are shit, the best thing Chile did aside from the old horny comics they had was 31 Minutos, as for Brazil they have not a single good cartoon, they made some crappy law that forces channels like Cartoon Network and Tooncast to air the crap they produce so they shit out plenty of cheaply made cartoons and just like most fo what they do every single one of them is crap, I'm sure they have some gerat comics but as for cartoons every single one Brazil ever did is SHIT

The interesting trivia is that the studio behind it has been trying to reboot it for years, but all they ever release are teaser trailers for each attempt.
The first reboot looked far better than the original show, but Gato (the show's superhero) looked even more furry than the original:

I believe the last good dub from Chile was ATLA. Even if they repeated many voices due to limited voice actors, I do think the main characters are a nice cast.
Arguably what they did for Disney and Ned’s Declassified and Transformers Animated if you want to stretch it a bit. Most of everything after that? Yeah.

Basically we're in a vicious cycle that results from agreements among the state, the top of the "industry" businessmen and union leaders to lock the economy on an unproductive country where poverty is compensated by welfare that results in more taxes which results in more porverty which results in more welfare which can only be broken by actual economic growth(which requires actually realizing how poor we are, which will mean some ACTUAL rough times at first, but Black folk don't think beyond the next weekend) so we're stuck. Then there's the details of who's at the government and who does what but that'd make the post even more unnecesary long.
For animation, and the whole entertainment industry really, it means shit can only exist if its state-backed in some way of form, which means you're forced to some kind of propaganda, which is why, aside from maybe Luciano Veccio, you don't hear any new talent from here and we still worship eternauta and other old shit, because that's what we have. I'd just work on your art skills if you're particularly interested in animation. Work on your art skills AND ability to tell stories if you're interested in comics.
Just like everyone else. Get a computer a drawing tablet and start animating.
There are a lot of really good tutorials in youtube and discord servers and places where beginners share there stuff. As someone who went to Uni for animation and cinema I can tell you it's almost never worth it. I hated every minute of the 4 years I wasted in that fricking place.
Just watch tutorials read books, practice your fundamentals and learn any animation program in your free time. I know it looks like a lot but animation takes work
Just do it as a hobby, being a professional animator pays like shit, even more in Latino America, so forget that whole "animation school" for your own good. It's better to do it as an internet figure, there are a lot of tutorials on the web to teach you the basics. You likely won't make it, but you have better chances than as wagie.

It gets worse. For the first few episodes in Latin Spanish the bee had a female voice actor. The creator went autistic and demanded they changed her voice to a male voice actor like in the original Brazilian. So yeah it really sucks.
One of the most interesting aspects of the history of animation in LatinAmerica is the fact that, due to very low to no production of their own cartoons, LatinAmerica was forced to import animation in order to have children's content on their TVs.
Due to that, the dubbing industry became extremely important and thrived in many countries with varied levels of success. Not only that, but because of costs and such, there was a lot of animation exported from Europe and Asia.
And also, boys and girls born in the 60s to the 90s, grew up watching a much more varied content, that not only included series from USA or Canada, but also from Japan, Europe and even Russia.
If you grab a regular dude from LatinAmerica who was born in the 80s, and compare him to his United States counterpart, the former will surely have seen much more animated series than the latter. Heck, the former will also have seen more classic anime than the standard weaboo, only he never realized that what he saw was anime (unless he was born in the 90s, when everyone started calling Japanese animated series: anime and were sold as such).

Palomita is just a strong and independent young blonde who wants to enjoy sex without being anyone's girl. She's naive but no stupid, so some times horny men can trick her into stripping or fricking them, but other times she's the one chasing men of all ages until they can't get it up anymore.
Clara is a woman on her late 20's who works as a hi-class prostitute for a living and is also the single mom of a cute little kid (Pablito) who loves her a lot. Her son constantly asks her about his dad and when is he ever going to come home, but Clara always avoids answering his question because Pablito is actually the product of Clara being brutally raped when she was still a teenaged girl.
Pablito's dad actually appeared during a christmas special and he was trying to compensate Clara for the damage he caused to her and for being Pablito's absent dad, but his return just coincided with Clara hiring a man to pose as Pablito's dad to give him a happy christas reunion and explaining his long absence because of his job (a merchant ship captain who was always traveling at sea) so the repented rapist quietly backed off and dissapeared on the night, consumed by guilt and swearing to himself to never again try to show his face to Clara.
It was a bitterssweet chrismas story that took an upbeat tone before suddenly making a sharp turn and becoming a mega depressing story that filled a blank space about Clara's past.
In general early Clara de Noche strips used to be very depressing until the author decided to retcon everything as a funny comic that used a lot of meta humor and author self inserts for genuinely good jokes.
I preferred the early depressing Clara stories because she was kind of relatable unlike modern Clara which only trait is to be a mega nymphomaniac and that's it but was never much of a fan of her.

The original strips were hand painted using water colors until the author's failing health (had a cancer to be trated twice, without effect) forced him to use Corel-based textures and colors to get shit done.
It would have been a very difficult thing to do because of copyrights and the problem of using a lewd character on a PG comic.

There's been a lot of Chilean animated shows and movies in the last few years. Some years ago, a short film called Bear Story won an Oscar.
As for the shows, a lot of them are twine crap, but a few are at least visually interesting. There's one called Puerto Papel, which is part papercraft stopmotion, part CGI (faces and some effects).
I also saw one that seemed to fit the "fake anime" template absolutely perfectly, down to the styles of the opening and ending songs, but I can't remember the name. It was themed after the indigenous cultures of the north of the country (also Peru and Bolivia I suppose).
Chile has plenty of cartoons (Block, Tikitiklip, that awful Ogu and Mapato one they did after the movie, that awful Papelucho movie they did, Zumbastico Fantastico, those 80s Condorito shorts, Experimento Wayapolis, Puerto Papel (animated in Chile using stop motion, voice acted in Los Angeles USA and co produced with Colombian money if I remember correclty, etc...)
But most of them are shit, the best thing Chile did aside from the old horny comics they had was 31 Minutos, as for Brazil they have not a single good cartoon, they made some crappy law that forces channels like Cartoon Network and Tooncast to air the crap they produce so they shit out plenty of cheaply made cartoons and just like most fo what they do every single one of them is crap, I'm sure they have some gerat comics but as for cartoons every single one Brazil ever did is SHIT

Just watch tutorials read books, practice your fundamentals and learn any animation program in your free time. I know it looks like a lot but animation takes work
Just do it as a hobby, being a professional animator pays like shit, even more in Latino America, so forget that whole "animation school" for your own good. It's better to do it as an internet figure, there are a lot of tutorials on the web to teach you the basics. You likely won't make it, but you have better chances than as wagie.

It gets worse. For the first few episodes in Latin Spanish the bee had a female voice actor. The creator went autistic and demanded they changed her voice to a male voice actor like in the original Brazilian. So yeah it really sucks.
One of the most interesting aspects of the history of animation in LatinAmerica is the fact that, due to very low to no production of their own cartoons, LatinAmerica was forced to import animation in order to have children's content on their TVs.
Due to that, the dubbing industry became extremely important and thrived in many countries with varied levels of success. Not only that, but because of costs and such, there was a lot of animation exported from Europe and Asia.
And also, boys and girls born in the 60s to the 90s, grew up watching a much more varied content, that not only included series from USA or Canada, but also from Japan, Europe and even Russia.
If you grab a regular dude from LatinAmerica who was born in the 80s, and compare him to his United States counterpart, the former will surely have seen much more animated series than the latter. Heck, the former will also have seen more classic anime than the standard weaboo, only he never realized that what he saw was anime (unless he was born in the 90s, when everyone started calling Japanese animated series: anime and were sold as such).

Clara is a woman on her late 20's who works as a hi-class prostitute for a living and is also the single mom of a cute little kid (Pablito) who loves her a lot. Her son constantly asks her about his dad and when is he ever going to come home, but Clara always avoids answering his question because Pablito is actually the product of Clara being brutally raped when she was still a teenaged girl.
Pablito's dad actually appeared during a christmas special and he was trying to compensate Clara for the damage he caused to her and for being Pablito's absent dad, but his return just coincided with Clara hiring a man to pose as Pablito's dad to give him a happy christas reunion and explaining his long absence because of his job (a merchant ship captain who was always traveling at sea) so the repented rapist quietly backed off and dissapeared on the night, consumed by guilt and swearing to himself to never again try to show his face to Clara.
It was a bitterssweet chrismas story that took an upbeat tone before suddenly making a sharp turn and becoming a mega depressing story that filled a blank space about Clara's past.
In general early Clara de Noche strips used to be very depressing until the author decided to retcon everything as a funny comic that used a lot of meta humor and author self inserts for genuinely good jokes.
