I think it had more to do with the first one being terrible and the second one having an R rating. Godzilla vs Kong Fast and Furious 9 400 and 700 million worldwide and over 100 million domestic. Hell, it didn't even beat the conjuring worldwide, which also had an R rating but only a 40 million dollar budget. Also didn't help it was released the same day on HBO max.

Middle of a pandemic and released simultaneously on streaming. Those numbers probably don't worry wb too much (though I doubt they're super thrilled - it did get critical acclaim though which I think made them more happy with it).
However, the subsequent flop of Black Adam, Shazam 2 and now The Flash will really be making Zaslav regret putting Gunn in charge.
