Realistically I don't think Robocop would be that hard to beat at all. That's part of the comedy of the movies. He's kind of slow and clunky and ridiculous looking.
Throw like ten grenades at his feet. Shoot him with an RPG.
He got the drop on him and shot first, sure. Would probably win a quickdraw duel. But in any sort of actual combat encounter pretty much any ordnance that comes from the lawgiver will make quick work of RoboCop.

It's a metal skull underneath so it won't do much
same way you beat the cyberdemon as a regular marine, shoot at it until it dies
