The problem with all the cosmic stuff he keeps dreging up is he has very little control over any of it, and it's always a much bigger threat than he is. Without all that, he's just a normal unpowered human with genius intelligence who builds a bunch of robot mooks for the heroes to effortlessly smash and superweapons for them to blow up. With all that, the cosmic threats are the real problem, not him.

Devil's advocate: genius intelligence nonpowered characters would fare better because they'd hypothetically have access to all the other powerwank that allows each universe's nonpowered characters to keep up. Eggman's main limitation is he'd be a Silver Age character in a modern continuity, but if you went full moron and made him comic Eggman where he's basically Luthor and Joker combined then he'd be an actual threat.
