His version of hell is very much diffrent from Hazbin Hotel's version.
Hell in the Doom franchise is more of an interdimensional alien species that works more like a bug hivmind that either have to infect others or other people activilyt seek them. They also function in the logic that all demons are pure evil with no remote potential for any reasoning. They are closer to something like Deadites or the Necromorphs.
The basic fact that the Hazbin Hotel demons/sinners are capable of reason is probably enough for him to not kill them even if he does have the means to do so. I think at best he'd just go around beating the utter shit out of the super powerful sinners or just end up as the hotel's bouncer.
