The problem is that, regardless of who they cast, it will be compared to Reeves' films since it will release before his saga has finished. So they have to do something really different.
To me, the only way to do that properly is to make Reeves' films the gritty "almost" real films. Like the Nolan films but less fricking stupid. Nothing supernatural is the point.
And then with the DCU Batman, introduce the more fantastical elements like Clayface. Have Penguin but make him more cartoony. And make the Bat-family a big part of the story so that they can have Nightwing and Batgirl show up in other films.
They just shouldn't add Batman at the first phase, if Marvel added Spider-man on the third phase and still hasn't introduced neither the X-Men nor the FF, DC can introduce Batman on the second phase after Reeves finishes his movies

because the money is in the Justice League movies, these are the ones that could make 1.5-2B if they are done right, just like Marvel did with Avengers.
Gunn doesn't have it in him to make an Avengers-tier movie. It's not even remotely his style of film-making. You might as well expect an Avengers level performance out of Taika or Edgar Wright.
Not to mention that the failed Snyder venture has already sullied the image of these characters in the public consciousness. We’ve already had multiple Wonder Woman and Aquaman movies and they haven’t stuck, and there isn’t a history of multiple iterations like Batman and to a lesser extent Superman for the public to make a clean break from it. We’ve already had a Justice League and Batman vs Superman movie which were colossal financial failures considering how ostensibly gigantic their IPs are. It just isn’t going to work. And we’ve seen that interest in these massive movie franchises are on the decline so this is literally the worst possible time to be launching a new one.
The complete mismanagement of the non-Batman IPs makes the other characters completely irrelevant in current pop culture so the suits will not care for their use, they will be treated like the other X-Men outside Wolverine in the Fox movies
