Make it so fricking cute toon girls doesn't make them into real people like what's the fricking point then. Also remove the part where the camera goes into the one cat's mouth through it's digestive system and out it's anus. Unecessary.
It's like they were making two moves, you have the guy (Brad Pitt) who dies and somehow ends up in 'Cool World' and becomes a detective.
That should have been the movie with him solving some high stakes crime, which despite being close to Roger Rabbit with a human detective, would probably have worked.
Instead the main middle plot revolves around a cartoonist who also ends up in 'Cool World' and is being used by Holly as an escape to the 'real world' mechanism.
Third act is the worst, the cartoons in the real world falls flat and is just painful to watch, what an absolute mess of a film, a shame really since the character designs and the backgrounds of 'Cool World' are great.
Keyword is "dumb". WTF are those garbage designs? They look like video game enemies from a generic SNES/SEGA platformer.

Brad Pitt doesn't know Holly, instead he's solving crimes (using real world abilities to give cool world effective police for the first time), uncovers a minor crime that eventually leads to him discovering Holly's plot.
More to the noids x doodles subplot, show a brothel for people that stray in that obeys the taboo but still uses cartoon physics to ensure happy customers.
Vegas part of the film is cut down massively, basically only the spike part remaining.
focus more on the freaky psychedelic stuff and cut the random goobers that hawk the screen, basically what everyone else ITT is saying.
Also tweak Pitt's love interest so she's not just Holly Would with black hair
Some consistent background characters, not just a chaotic hodgepodge of whatever they wanted to draw of characters getting hit with mallets or exploding no matter the scene.
Also change the toonback versions of Holli and the guy.
Dark fantasy/cyberpunk setting and tone combined with Bande Dessinee artstyle, both of which were popular fads in the underground comic scene back then because they were the antithesis of what Marvel and DC were doing. So they were edgy and postmodern and all that other crap that counterculture punks liked back then.
